摘 要:《国家中长期教育改革和发展规划纲要(2010-2020年)》明确指出:信息技术对教育发展具有革命性影响,必须予以高度重视。教育信息化已被视为我国教育事业发展的重要支撑。顺应发展形势,广东省成人高等教育学士学位外语统考基于信息化改革理念,推进、加深信息技术与教育考试的应用和融合,取得了一定成效。

一、引言

《国家中长期教育改革和发展规划纲要(2010-2020年)》中提出加快教育信息化进程,2012年3月,教育部正式颁布了《教育信息化十年发展规划(2011-2020年)》,这是我国近年来首次发布政府规划文件明确教育信息化的发展目标、方向、任务和措施。所谓教育信息化,是指在教育系统的各个领域全面深入应用现代信息技术,加速实现教育现代化的过程。教育信息化的特征通常可以分别从技术层面和教育层面加以考察。从技术上看,教育信息化的基本特点是数字化、网络化、智能化和多媒体化;从教育层面看,教育信息化可以看作一个追求信息化教育的过程。

过去,广东省成人高等教育学士学位外语统考形式一直为笔试,近年网络报名人数逐年增长,达到6—7万人。考试环节多,负担重,管理和组织者工作压力不断增加。根据规划的发展目标要求,网络考试正逐步成为国家考试的发展趋势,2013年广东省成人高等教育学士学位外语统考逐步开展考试改革,取得了一定成效。本次改革实践基于信息技术,强调应用驱动、需求导向,强调以试点、示范为主要手段,实现以点带面、分类指导,逐步推进信息技术在教育考试中的实际应用。

二、纸质考试和网络考试的不足

(一)纸质考试的不足

一是考务工作效率低。图1为纸质考试的流程图,环节多而复杂,除命题、印制试卷、阅卷、登记分数、成绩统计等工作外,还要多次往返教研室、院系、考务管理等多个部门,付出大量的脑力和体力劳动,效率低下。

二是考试成本高。考前需请专家并在保密隔离环境下出题组卷;试卷印刷、运输、保管、分发、回收等环节繁琐,且容易出现问题;纸质考试耗费大量纸张,与低碳环保的倡导不符,同时还要花费大量试卷印制费用。整个考试过程消耗大量的人力、物力,财力,考试成本高。

三是考试安全难以保证。当前,在社会极度关注考试和管理部门高度重视考试安全的背景下,考前试题泄露和作弊等事件仍时有发生,尽管考试管理和组织者在考前做出充足准备,但还是难以完全杜绝。考试安全给管理者造成了巨大的压力和困扰,也给社会带来了一定负面影响。

(二)网络考试的不足

目前,在线考试系统大多采用同步的请求/响应系统,在线考试都要经历提交答案、等待响应、重新加载页面这样的过程。为了保护答案数据的完整,这类系统往往需要大量的提交动作。这种独占式请求总是与服务器的响应时间同步,消耗了大量的服务器资源,容易造成网络塞车。另外,由于所采用开发平台和开发语言的不足,目前的在线考试系统还存在着自动组卷功能不强、缺乏多媒体支持、安全性不足、系统建设初次投入大等缺点。

与传统纸质考试相比,网络考试具有明显的优势和特点,但也存在着一定的不足,需要在系统设计和开发过程中予以不断改进,以最大限度地发挥出网络考试的优势和效能。

三、改革实践

针对统考的工作流程、用户需求和传统网络考试的不足,2013年开始我校自主研发网络考试系统,建设试题库。并将系统应用于统考报名组织、现场确认、网络考试等环节中。2014、2015年连续两年成功完成统考组织和网络考试试点工作,机考试点不断增加。该系统的功能结构如图2所示:

四、改革成效

(一)考试成本大大降低

2014年开始,根据自愿申报原则,在广东省选取试点院校率先开展计算机考试。经过集中培训、个别指导和考前测试,所有试点院校均顺利完成了机考试点工作。机考院校反馈:考试组织便捷,节省大量的人力、物力和财力,减低了成本,考试的安全性和稳定性也大大提高。

(二)组卷形式不断创新

该统考机考的组卷支持人工和随机组卷形式,目前采用随机组卷。考前,命题老师根据大纲制定组卷策略,即各题型试题总量和各难度试题数量,系统随机从试题库抽题为每位考生组卷,考生间的试题各不相同,杜绝了试题泄露事件的发生,有效避免了考试作弊,大大减轻了考试组织者工作量和压力。

(三)多重加密保障安全

考试采用4重加密,保障考试安全。一是试卷加密,每份试卷具有不同的识别码,印制在考生个人的准考证上;二是试卷通过加密通道传输,密码由考点掌握;三是试题和答案分离;四是考试组织者掌握解卷密码,考前20分钟发给考点。只有同时拿到上述密码,才能打开试卷,多重加密进一步保障考试安全。

(四)各种题型自动批改

主观题和客观题均实现了系统自动批改出分、自动统计,大大提高了改卷效率。主观题人工批改和系统自动批改同时进行,取均值作为主观题最后成绩,兼顾效率,并保证考试的公正性。

五、今后改革方向

(一)加强管理体系的建设

管理体系是整个考试的重要环节,决定着管理效率、安全性和服务质量。首先,必须明确和规范考试管理部门、考点、考生等各种角色在整个系统中的权限,在方便工作、提高效率的同时,亦须考虑系统安全性,不同权限级别设置不同的登录方式和密码。其次,根据考点和考生的反馈意见不断改进系统功能,尽可能使考试的各个环节均在网上完成,并在优化考试程序,减低成本的同时,为考点和考生提供优质、便捷的服务。

(二)加强试题库的维护

试题库是整个网络考试的核心,直接决定实际成效。网络试题库与传统笔试相比具有支持多媒体资源、题型丰富、能全面考查考生能力等诸多优势。试题库的维护和建设是一项长期的工作,需要专业教师通过使用来不断加强试题库的维护,及时更新试题库,以保持试题的科学性和先进性。

(三)加强评价体系的改进

评价体系是网络考试的重要组成部分,完善的评价体系能够对考试结果提供全面、客观、科学的评价,为学生下一步的学习提供指导。评价体系的建设是一个动态的、循环往复的过程。通过加强评价体系建设,使整个系统的各个要素和环节不断完善,以期收到满意的学习、考核效果。

六、结语

根据《中华人民共和国学位条例》、《中华人民共和国学位条例暂行实施办法》、《国务院学位委员会关于授予成人高等教育本科毕业生学士学位暂行规定》、《贵州省授予成人高等教育本科毕业生学士学位工作实施细则》和《贵阳医学院学士学位授予工作细则》,结合我院实际,制定本工作细则。

一、学科门类。根据我院现设本科专业,学士学位按下列学科门类授予:医学、理学。

二、授予学士学位工作必须坚持德、智、体、美全面考核的原则,对具备以下条件的,方可授予学士学位:

(一)认真学习马克思主义、毛泽东思想、邓小平理论和“三个代表”重要思想,拥护宪法,愿意为社会主义现代化服务,遵纪守法,品行端正。

(二)在规定时间内全面完成教学计划规定的学习内容并达到要求,经审核准予毕业。

(三)毕业各科成绩合格,表明其确已掌握本专业的基础理论、基本知识和基本技能,具有从事该专业或相关专业工作的初步能力。

(四)成人本科毕业生申请授予学士学位者,必须通过省学位办公室组织的外国语、计算机学位课程考试并合格。

对先获得学位课程考试合格证,后取得本科毕业证的,申请授予学位时间与通过学位课程考试合格时间相距不得超过三年,既学位课程考试合格证须在有效时间内。

当年取得本科毕业证的学生,仅获得学位课程单科合格证者,均可在次年报名补考另一科学位课程(补考资格仅有一次),补考合格者只能在当年申请学位。

三、授予对象为成人高等教育各种办学形式培养的本科毕业生,系以教育部批准、国家承认其学历的普通高校举办的大专起点本科生、高中起点本科生和高等教育自学考试通过的国民教育系列本科毕业生。

四、有下列情况之一的,不授予学士学位:

(一)非应届本科毕业生;

(二)受过严重警告及其以上处分、无明显改正的;

(三)考试作弊的;

五、学士学位工作程序和受理时间

成人本科毕业生获得学位课程考试合格证后,在5月份(成教生在毕业当年,自考生于毕业后一年)必须向贵阳医学院成人继续教育学院提出书面申请报告,并填写申请表格和提交相应材料,6月份贵阳医学院成人继续教育学院根据《贵阳医学院成人继续教育学院学士学位授予工作细则》,对申请人逐个审核,将提出获得学士学位的学生名单送交教务处,经教务处汇总审查复核,报学院学位委员会审批。7月成教院根据经审批通过的名单进行制证并发证。未按时来申请授

予学位者,视为自动放弃。
