对于日本留学生来说, 最热门的国家是美国, 其次是中国。日本学生来华留学的比例目前已接近前往美国留学的比例。2012年, 大约有2.1万名日本学生在中国留学, 比2011年上涨了17.6%。留学中国的日本学生数量在中国国际学生中占第三位。主要原因是, 越来越多的日本学生获得中国政府的奖学金, 到新疆、甘肃等地院校留学。越来越多的日本大学生选择到中国进行短期学习, 时间从8天到一年不等。

然而, 据统计, 1987年到2010年, 日本学生出国留学数量在不断下降, 特别是到中国、印度、韩国留学的日本学生数量在大幅下降。主要有如下原因:

第一, 家庭收入下降。第二, 在国外学习的时间往往在大三的最后一个学期和大四的第一个学期。这段时间和他们找工作的时间重叠, 有些学生担心这样会面临找不到理想工作的风险。第三, 18岁以下学生的数量在下降, 这是日本赴外留学生数量下降的主要因素。

From an early age I have been fascinated by the workings of life. The humanbody is a remarkable machine with many diverse systems producing an organismthat could never be artificially reproduced. My love of science is just one ofmy reasons for choosing medicine. I enjoy a challenge particularly towards arewarding objective and although medicine is a tough career it can be enormouslygratifying, highlighted by the doctors I have spoken to during my experience andon a personal level.

To further my insight into the medical field I participated in a workshadowing week at a GP surgery. I gained a valuable understanding of theworkings of the surgery, with opportunities to observe and speak to the doctorsregarding a medical career. I arranged another placement week myself at a localhospital, which was a superb opportunity to observe medicine from another pointof view. I observed the ward rounds, an MRI scan, a skin biopsy and an endosocpyclinic all which I found interesting. I spent the most time with the haematologyteam, responsible for patients with diseases such as Chronic MyelogenousLeukaemia (CML), haematology being one of my interests it was captivating that Icould see the specialty from a more complex side than the AS biology course. Forexample I was able to understand how the level of platelets affects bloodclotting. Throughout the week I expanded my confidence and communication skillsthrough speaking to patients and doctors. Although I enjoyed the week it was attimes extremely heart-rending, I was able to get close to many of the terminallyill patients helping and caring for them where I could, getting them tea or justtalking and empathising with them to build their spirits. I volunteered at alocal home for the elderly which was very rewarding as I built my caring skills,helping residents by making them tea or playing cards with them. At school Itook part in a paired reading scheme for 6 months where I was able to help youngchildren to read, speaking and listening to them to help their English. All myexperience has made me more determined to accomplish my ambition to be adoctor.

My love of science and aspiration for a medical career is reflected in myA-Level choices where good time management, self motivated study skills andability to cope with stress and pressure are essential. Biology and chemistryhave helped me further my interest and develop my analytical skills, maths helpsmy problem solving skills helping me to work logically and ICT gives me avaluable insight into the rapidly developing technological world where computersare crucial. I believe all the qualities I have developed through my courses areessential for any good doctor. I have participated in the Duke of Edinburghaward scheme which enabled me to achieve a first aid certificate includingcardiopulmonary resuscitation training. I also enhanced my inter-personal,communication and team building abilities, valuable skills for any medicaloccupation, as I witnessed during my experience. For 2 years I have volunteeredat a local vet hospital observing and helping out 2 hours per week communicatingwith the public in a different environment. I enjoy reading, mainly factualbooks to expand my general knowledge. To relax, I enjoy sports includingfootball, and cricket for which I was captain of the school team and my localteam for the past 3 years improving my leadership skills. I also recentlyrekindled my childhood passion for golf, another pastime I enjoy even if it is alittle expensive!

I am a self motivated, determined individual and I look forward to thesocial and academic challenges of university. I am aware of the demands of amedical career but my commitment and desire to become a doctor has only beenstrengthened through my experience and work in a voluntary capacity.

一、中外合作办学大学生出国留学现状

中外合作办学项目作为国内高等教育对外交流学习的窗口,旨在引进国外优质教学资源、理念及管理模式,力争培养出具备高素质的国际化复合型人才。经过十几年的探索,事实证明,西方教育培养理念的引入、全英文教学模式的实施,有效地提高了学生的综合素质,使得其国际化视野全方位拓展,国际交往能力进一步提升,出国意向也更为明确。据部分国内中外合作办学项目在其官网公布的毕业生去向调查数据显示(见表1),出国留学深造已逐渐成为中外合作办学大学生毕业去向的首要选择。

二、中外合作办学大学生出国留学规划存在的问题

1.缺乏专业的留学规划指导。各中外合作办学机构虽然都注重为学生提供各类海外长短期交流的机会,并通过开展讲座、沙龙等进行留学规划指导,但大多缺乏针对性、系统性,鲜有办学单位能够成立留学指导中心或配备专业教师对学生进行专业指导。部分办学单位也尝试过依托留学中介对学生进行留学指导,但中介资质参差不齐,缺乏监管,以经济利益为驱动,并不以学生个体发展为目标,指导中存在大量问题。因此,学生在准备出国留学过程中缺乏专业、系统的留学规划指导。

2.缺乏针对性的思想教育引导。中外合作办学在引入优质国际教育资源的同时,西方的意识形态、价值取向也正潜移默化地影响着大学校园。相比于传统院校学生,中外合作办学大学生更容易受西方道德观念、个人主义价值观的影响,西方的自由化思潮对学生的政治观、人生观影响也更大。但是,相比在人才培养、质量监控等教学方面的投入,中外合作办学在思想政治方面的教育引导要薄弱很多,导致部分学生思想被“西化”,价值观不坚定,大批优秀留学生放弃回国,继续留在国外发展[2]。

3.缺乏国外生活的适应性教育。目前,国外适应已成为留学生当前最为普遍的问题之一,国内优秀学生在申请到国外名校后由于适应困难、无法完成学业的案例屡见不鲜。虽然中外合作办学引入了国外大量的教育理念,学生相比普通大学生也更容易适应,但是国内外文化、生活习俗的差异还是给部分留学生造成了不小的障碍。而对于培养单位及学生本人,目前大家更为关注的是能否出去、如何出去,对于出去后的适应问题却关注较少,从而为学生出国后顺利完成学业埋下隐患。

4.缺乏相关研究理论成果。目前关于大学生学业规划方面的研究主要分布于考研、就业两块,出国留学方面的内容涉及较少,其相关理论成果也都集中在出国留学政策、留学动机及影响因素方面,关于留学规划指导仅限于由各类留学机构编制的留学指导书籍。此类书籍水平层次不齐,主要内容局限于某个国家或区域的留学攻略,没有立足于学生个体发展。系统的出国留学规划与指导书籍罕见,各高校教材也鲜有涉及。

三、中外合作办学大学生出国留学规划与指导体系研究

1.思想教育引导体系。(1)引导学生树立正确的价值观。为了防止学生思想被全盘“西化”,在对学生进行出国留学指导时,应重点加强思想教育,引导学生树立正确的世界观、人生观和价值观。根据中外合作办学学生思想活跃、综合素质强、接触西方文化较多的特点,完善和改进思想政治理论授课模式,增加讨论课程比重,强化课堂互动环节,从而增强思政课的授课效果[3]。同时,要积极推进网络思想政治教育工作,充分运用新媒体,让学生积极主动地接受主流文化的熏陶,引导学生用辩证的思维认识中西文化冲突,引导学生学习西方思想文化时做到取其精华、去其糟粕。(2)引导学生端正留学动机。引导学生站在职业生涯发展的角度理性评估留学后发展,指导学生正确看待留学成本、留学期间的实际生活状态、国家政策导向等深层次问题,端正留学动机,制定切实可行的留学计划,呼吁学生理性选择留学道路。对于为逃避就业出国留学的学生,引导其在自我探索的基础上结合有效资源,设计科学合理的职业规划;对于盲目跟风出国的学生,引导其弄清楚自己最想追求的是什么,选择合适自己的出路。(3)引导学生回国报效祖国。无论在何种背景、机制下培养出来的学生,首先一定要做到爱国!要热爱自己的国家,拥有一颗爱国心。中外合作办学大学生出国留学规划与指导体系应注重国家认同感教育,深入开展中华民族优良传统教育,培育民族精神,树立民族自尊心、自信心和自豪感[3]。鼓励和引导留学人才回国工作、服务祖国,为谱写中国梦留学篇章贡献中外合作办学力量。

2.学业规划与指导体系。(1)专业机构的设置。整合学校信息资源和师资力量,与相关教育部门、教育机构建立合作关系,成立校级或者院级“留学指导中心”,加强专、兼职留学指导教师队伍的建设。就留学政策、留学规划、留学地域及学校选择、文书撰写、留学手续及办理程序等为学生提供咨询与指导服务。(2)课程与教材建设。开设《留学规划与指导》素质公选课,针对性地为同学提供系统指导,同时重视《留学规划与指导》系列教材的汇编,为课程提供支持。通过课程与教材建设,从是否出国、留学国家选择、留学规划、留学准备、留学申请等方面,多渠道、多角度对出国留学进行规划与指导。(3)实施分阶段留学指导。分阶段为学生提供留学指导:前期引导学生了解出国留学概况,明确自身留学意愿;中期引导学生在语言、出国考试(托福、雅思、GRE、GMAT等)、GPA、专业能力、综合素质方面做好准备与提升工作;后期进行留学地域及学校选择、文书撰写、申请指导等方面的指导。(4)全方位的留学支持。从社会、高校、朋辈三个层面构建留学支持体系。社会层面,邀请驻华使领馆文化处、签证官、专业中介机构等开展专题讲座;高校层面,邀请海外高校招生办工作人员为学生开展招生宣讲会,为学生提供与海外院校面对面的沟通交流机会,并邀请海归背景教师与学生们进行座谈,分享留学经历;朋辈层面,组织成功留学学生撰写留学攻略与经典案例,分享申请及留学过程中的经验。

3.出国适应支持体系。(1)加强中西文化对比教育。加强中西文化对比教育,通过文化类课程、沙龙、讲座、书籍,为学生提供留学国家文化背景、风土人情及教学模式等相关信息,对比中西方文化在哲学、文化精神、思维方式、培养理念、宗教信仰、社会规范等方面的差异,引导学生正确、客观、理性地看待中西方文化的差异和各自存在的价值,以促进学生适应留学学校的学习与生活。(2)提供网络心理援助。建立网络心理健康教育平台,为出国留学生在海外提供心理援助;利用网络的便捷性、时效性、隐私性,积极传播心理健康普及知识、开展心理健康普查、开展网络心理咨询等,为传统心理健康教育提供辅助手段,实现与传统心理健康教育的有机结合。通过心理疏导,帮助留学生勇敢应对挫折与挑战,释放心理压力,塑造良好的心理素质[4]。(3)建立有效的朋辈支持体系。有效的朋辈支持体系能让出国后的大学生快速地适应留学生活。同一批留学的同学在留学生涯中可以相互照顾、相互鼓励、共同进步;高年级留学生可以为低年级留学生提供学习、生活等方面的信息。按照地域建立海外校友会,定期组织联谊活动,还可以促进海外学生间的交流与相互支持。

摘要：近年来,中外合作办学取得了较快的发展,出国留学已经成为大部分毕业生的主要选择。通过分析中外合作办学大学生出国留学规划存在的问题,探讨如何从思想教育、学业规划、适应三个方面构建支持体系,以求更好地开展中外合作办学大学生出国留学规划与指导工作。

开学时间：一年有两次开学时间，大多是秋季开学，一般集中在8、9月，具体开学时间自定，也有一些春季开学的学校，1月至3月居多。

申请周期：高中生留学，7月至9月考托福或雅思，10月考SATl(学术能力评估测试)，10月至12月准备申请材料，最好在12月底将全部申请材料递出。录取周期比较短，一般6周至8周(不包括假期)。

签证周期：美国签证周期受使领馆预约时间、学生英文程度和心理素质影响，周期在1至3个月之间。

开学时间：本科和研究生正式课程的开课时间一般在每年的9月和10月，预科课程有1月、4月、9月和10月多种选择。

申请周期：学校申请周期平均为2至3个月。对于有中国办公室的英国院校，因为有专门的部门负责，整个申请过程只需一两周的时间。

准备周期：英国留学正式课程的申请时间建议提前1年准备，最迟在7月准备。

签证周期：正常为7至15个工作日，高峰期可能要8周左右。

澳大利亚

开学时间：澳大利亚大部分大学在每年的2月和7月开学，部分院校增加了1 1月入学。

申请周期：澳大利亚名校申请周期通常在6周至8周，其它院校通常在4周左右。

准备周期：大四的上半学期是申请硕士课程的最佳时间，可以赶上7月毕业无缝本硕连读的末班车。申请本科课程的学生，可在高二上半学期或大一上半学期着手准备。

签证周期：电子签证周期目前在4周内，普通签证周期在1 2周左右。澳大利亚学生签证的申请过程一般要历时1至3个月。

金秋十月、丹桂飘香，又到了丰收的美丽时节。10月12日下午，香港商会“2011在沪成功香港品牌”的评选盛典在上海华丽揭幕。香港(地区)商会——上海会长张国正先生携评委会成员——分众传媒董事局主席江南春先生、上海品牌促进中心秘书长余明阳先生共同出席盛典的新闻发布会暨启动仪式。

据悉，为进一步凝聚驻沪港人、促进沪港两地共荣发展，中国香港(地区)商会一上海已成功举办了两届“商汇年度人物”评选活动。首届评选活动关于公益服务事业的主题及第二届增加的低碳环保元素，都得到了社会的广泛好评。评选活动旨在通过举荐、宣传和表彰那些已投入上海、扎根上海、融入上海的“新上海人”的良好形象，鼓励在沪港人以杰出人士为榜样，锐意创新，积极奉献。

提及本次商会，除了“取前两届商会之精华”——保留“公益服务”与“低碳环保”两元素外，更是将重点放在“以人为本”的科学发展观上。发布会上，分众传媒董事局主席江南春先生提出，“把消费者对品牌的认可度作为评分的重要标准之一，把消费者的利益放在首位”。值得一提的是，本次发布会的主办方还特地把媒体资料存放在U盘中，避免纸张的浪费，迎合商会“低碳环保”的理念。

近日，我国第一家民族类商会云南省民族商会在昆明正式成立。云南省民族商会将立足桥头堡建设战略，加快与东南亚、南亚国家的合作，促进少数民族企业实现跨地区拓展新市场，提升云南民族企业的竞争力。

据悉，云南省民族商会是我国首个民族类商会，商会的成立历经6年的酝酿筹划。随着云南省桥头堡建设的深入和民族团结进步边疆繁荣稳定示范区的建设，云南省的民族企业遇到前所未有的大好良机。云南省是一个民族大省，居住着26个民族，各民族中涌现出的民族企业家，成为了国民经济大军中的中坚力量。

云南省民族商会将依托云南丰富的民族资源，结合有关政策，有计划地参与到云南省民族文化产业项目中，积极为云南省建设民族文化强省而努力践行。

10月11日，澳门特区行政长官崔世安在特区政府总部接见了澳门中华总商会“关注横琴开发工作组”成员，对该会提出牵头组织澳门中小企业参与横琴发展的设想，表示欢迎和支持。

自《粤澳合作框架协议》今年3月签署以来，横琴新区的开发建设及招商引资将进入快车道。7月中旬，国务院批复横琴开发的有关政策，赋予横琴“比特区更特”的政策，更促使横琴开发进入了新一轮热潮。横琴开发不仅解决了澳门经济发展面临的土地、人力资源短缺等问题，还使澳门优势产业得到延伸、扩充，相关产业得到发展，为澳门经济的适度多元化发展提供了重要支撑和发展机遇。

2011年9月中旬环保部发布了新的《火电厂大气污染物排放标准》，相较2003年第二次修订的限值更为严苛，其中氮氧化物排放执行“史上最严”标准。标准上看，100毫克／立方米超过了欧洲和美国地区限值，体现我国政府治理火电尾气污染物排放的决心。政府是未来推进主体、地方配套扶持影响实施进度、电力企业经营效益关系积极性。

截至2010年我国火电装机约7亿千瓦，“十二五”按年新增12％计算约8400万千瓦，相比而言存量空间更为巨大。

9月29日，中国首家原厂正品汽车配件在线直销平台“17汽配网”在京举行上线仪式，并在10月8日正式营业。

“17汽配”是盖世汽车网推出的国内首家汽配直销平台，上线后将主要以汽车售后维修市场易损件、易耗件交易为主。为提高发货速度，“17汽配”将在上海建立仓储中心。据了解，包括博世、马勒、斯凯孚等知名配套零部件生产商都将成为该直销平台的供应商。
