1.环境压力人们已经意识到环境恶化会带来严重的后果，因此逆向物流越来越受到管理当局者的重视。一些国家在环境保护法规中强调了生产企业在产品这个生命周期内的责任，或者出台了一些税收政策来控制容易造成环境污染的产品，以此来督促企业使用“循环经济”。

1.树立低碳理念，发展工业生态群落低碳经济是指以低能耗、低污染、低排放为基础的经济模式，而实施逆向物流管理的目的是减少对生态环境的污染和破坏。这两者所指向的都是经济、生态以及社会的和谐发展，而工业生态群落的出现和创新正是这一思想的体现。利用不同类型企业之间的共生关系来消化废弃物，降低废弃物的产出，将低碳意识充分融入到逆向物流当中来发展工业生态群落，从源头上就减少或者消化掉了废弃物，减少进入逆向物流系统中的物流量，达到降低成本保护环境的目的。

近年来, 面对日趋强化的资源环境约束和严峻的气候变化, 节能减排日益受到世界各个国家的重视, 以低能耗、低污染、低排放为核心的低碳经济日趋成为21世纪各国的共识。低碳经济是一种正在兴起的经济形态和发展模式, 通过大幅度提高能源利用效率, 大规模使用可再生能源与低碳能源, 大范围研发温室气体减排技术, 建设低碳社会, 维护生态平衡。

环境审计最初产生于20世纪七十年代的西方企业内部审计, 是为应对政府对资源环境的检查监督, 降低资源和环境方面的风险。经过几十年的发展, 世界各组织、学者都提出了对于环境审计的认知。最高审计机关国际组织 (INTOSAI) 提出的定义是:环境审计是由审计机关对政府或企事业单位等环境活动的真实性、合法性和效益性进行监督、评价和鉴证。国际商会认为环境审计是一种管理工具, 对环境组织、环境管理和仪器设备是否发挥作用进行系统的、文化的、定期的和客观的评价, 目的是简化环境活动的管理和评定公司政策与环境要求的一致性以保护环境。我国学者对于环境审计的认知普遍偏向于INTOSAI的标准, 审计学者张以宽认为环境审计是审计组织对被审计单位的环境保护项目计划、管理和实施活动的独立监督行为。总体来看, 世界学者普遍认为环境审计是一种环境管理工具, 主体是政府审计机关、内部审计机构和注册会计师, 客体是政府和企事业单位, 过程是对环境管理系统以及经济活动对环境的影响进行监督、评价和鉴证, 目的是使之管理有效、控制得当, 符合可持续发展的要求。

三、低碳背景下的环境审计理论框架

低碳经济和环境审计的最终目标都是推动我国经济社会的可持续发展, 在涉及环境保护、提高能源利用率等方面也有共通的地方。低碳经济的引入对环境审计提出了新的要求, 作为一项系统性强、综合性高的工程, 环境审计应当与时俱进, 将低碳经济等新兴的环保学科思想应用到审计工作中。同时, 环境审计作为一项环境管理职能, 对确保节能减排项目的实施和促进低碳经济的建立与繁荣也将发挥极其重要的作用。我国环境审计起步较晚, 还处在相关理论体系的研究和制定阶段, 国家也正在积极推进环境审计项目的发展, 目前主要存在以下几个问题: (1) 缺乏环境审计的具体实施办法和评价标准; (2) 环境审计方法落后, 审计人员素质不高; (3) 经济基础薄弱, 环保资金投入不足; (4) 缺乏企业内部环境审计和社会环境审计等。国内学者对此也提出了对策, 左睿和俞雅乖从理论角度对低碳经济背景下的环境审计进行了框架重塑, 见图1。 (图1)

四、环境审计促进低碳经济的路径

1、构建低碳经济评价指标体系。

碳审计工作开展的前提是有统一的、可执行的低碳评价标准。目前, 二氧化碳排放量、单位GDP能耗、可再生能源消费量占比等低碳指标已正式列入我国未来的发展规划, 成为环境审计指标评价体系的一部分, 但是还处于初步建立的阶段。国际能源署2009年提出了低碳经济发展水平的各种评价指标, 国内学者白宏涛、庄贵阳、李爽等也对低碳经济评价指标体系进行了探讨, 本文认为应该借鉴诸多学者的研究成果, 围绕低碳经济的核心要素, 遵循科学性、可行性、可比性、综合性和代表性原则, 构建适合我国国情的评价指标体系, 以衡量我国的经济发展水平。

2、创新审计方法与程序。

通过分析国内外的研究成果, 本文认为应当采用生命周期法估测碳足迹, 在实际审计工作中采用全过程审计的模式。

全过程审计与跟踪审计不同, 全过程审计不仅关注被审计项目存续期的情况, 还包括其长期对环境造成的影响, 从项目开始实施到项目结束以及结束后的全过程。而且在项目结束后的适当时间节点上返回, 重新进行审计评价。从某种角度看, 全过程审计是汲取国外的后续审计理念, 与国内跟踪审计的有机结合。后续审计是在审计报告发出后相隔一定时间内, 对被审计项目表现出来的长期影响进行补充性质的审计, 并对被审计单位已经采取的纠正措施及取得的预期效果进行跟踪审计, 有利于对被审计项目当前的环境影响进行补充和完善, 使得审计结果更加真实可靠。全过程审计并不是实时追踪, 而是在合适的时间点上, 在事前充分论证的基础上返回对被审计项目的补充审计。由于被审计项目对环境的影响不是随着项目的结束而完全显露的, 因此采用全过程审计模式才能准确地评价其影响。

3、加强政府环境审计建设。

政府环境审计是指国家审计机关依法对政府和企事业单位的环境管理系统及经济活动产生的环境问题和环境责任进行监督、评价和鉴证。政府环境审计在环境审计中占据着主导地位, 作为协调利益关系的主角, 政府环境审计能够有效应对市场失灵, 促进国家环保资金的有效使用, 加强对政府环境管理和企业部门履行责任的监督, 为低碳经济的发展提供良好的保障。因此, 低碳背景下环境审计工作的开展最重要的还是加强政府环境审计建设。

我国政府环境审计主要针对重大项目编制年度审计计划, 缺乏科学性和长远性。其次取证审计方法落后, 传统的财务审计方法已无法满足环境审计的需求。而且我国环境审计往往存在审计结果落实不利的现象, 缺乏后续审计的开展。可以采用全过程审计程序, 把环境审计分为四个阶段:准备阶段→实施阶段→报告阶段→补充审计阶段。在准备阶段应确定审计任务、审计人员和审计依据, 并了解企业或项目情况及同行业发展趋势。环境审计实施阶段应注意被审计单位内部控制制度的评价、实质性测试的开展、审计取证和编制审计工作底稿。审计报告阶段主要包括起草审计报告、征求审计意见、修改并提交报告、审计机关复核、做出审计结果等。最后补充审计要着重关注被审单位采取措施后的效果。

4、健全企业内部环境审计制度。

近几年来, 由于企业经营活动的违规操作所引起的环境污染逐渐受到社会的极大关注, 尤其是在低碳经济的背景下, 重污染企业面临更高的风险和成本, 加强企业内部环境审计建设势在必行。目前, 我国企业内部环境审计并未发挥积极作用。笔者认为可以通过构建企业绿色环境评价指标体系、建立并完善公司环境核算系统 (CEAS) 来完善。CEAS是在低碳经济背景下应运而发展起来的, 其实质就是在传统核算方法提供货币量指标的同时, 考虑对环境的影响而增加实物量指标, 是传统核算的愿景。

1 环境保护评价指标的现状

环境保护评价指标体系是各企业污染防治情况的直接反映。首先，环境保护评价指标体系包括重工业污染物的排放与治理，主要包括农业和工业在环境保护方面的基本情况、企业排放三大废弃物，整理污染物与三废处理设备、环境污染的程度；其次，针对外部环境的保护，主要包括与环境保护相关的法律法规和标准、排污费用的收取、环境保护的科学研究、环境保护知识的宣传教育等；再次，生态环境保护，包括农业生态试点和生态环境保护区保护等；最后是环境保护自身建设整体情况[1]。

基于我国国情，已投入实行的环境评价指标还存在或多或少的问题，阻碍了环境保护工作的顺利开展。首先，我国环境保护的相关资料不齐全，检测技术不高，准确度和可靠性低，缺乏时效性；其次，现有的环境评价指标体系与环境实际状况脱节，指标体系无法及时反映环境状况，仅通过年终调查总结来发现。其次，由于生活污染物和工业污染物的交叉排放，导致农村环境污染问题加剧，逐渐成为我国经济可持续发展的一大缺陷；最后，环境保护是低碳经济发展的重要基础，需从源头做起，降低污染物的排放总量，我国尚未建成完善、合理的环境评价指标体系，具有一定的局限性和片面性。

2 低碳经济环境保护评价指标体系的构建

2.1 构建低碳经济环境保护评价指标体系的基础条件

2.1.1 科学性

科学性基础作为环境评价结果质量高低的判断标准，要求环保评价指标体系着力于科学层面进行设计和规划，顺应低碳经济的发展方向，全方位把握低碳经济的特点，着重强调低碳经济环境保护评价指标体系的科学性和合理性。在设计过程中，一方面应确保环境数据的准确性和可靠性，选用科学的评估方法，确保各项环境指标能客观的反映出社会低碳经济发展的基本要求；另一方面，需明确低碳经济的主要目标，将资源可利用率的提高、环境破坏程度的降低、节能减排等视为重中之重，努力实现我国社会经济的可持续发展。由此可知，低碳经济环境保护评价指标体系的完善应在以节能减排和资源的循环利用为重要基础。

2.1.2 可操作性

在设计环境保护评价指标体系过程中，应将这一指标灵活运用到实际工作中，着重强调各项指标含义的准确性和各类计算方式的可操作性，进而更好地监督和指导环境保护工作。

2.1.3 稳定与动态结合的基础

低碳经济的发展是一项动态过程，其根据环境保护评价指标体系内容不同，指标设置也不尽相同，相关工作人员应进行及时调整和细化。一般情况下，为了全面掌握低碳经济发展中的各项数据，从而确定其未来的发展方向，低碳经济环境保护评价指标体系中的各项内容不能一直处于动态情况下，应保持相对稳定性，即为稳定与动态相结合，其也是构建低碳经济环境保护评价指标体系的基础条件之一，有助于全面了解我国低碳经济的发展方向。

2.1.4 政策性

在设计低碳经济环境保护评价指标体系过程中，应综合掌握国内外各项形势，构建更具适用性和可行性的环境保护评价指标体系。因此，工作人员还应结合国家相关政策和国际公约[2]，统筹规划和设计符合国内外低碳经济发展的环境评价指标体系。

2.2 低碳经济环境保护评价指标的设计

2.2.1 指标的择取

低碳型环境保护主要由低碳经济和环境保护两方面组成，是一项由社会、环境、科技、资源、经济等构成的复合系统，须从不同层面、不同侧面进行描述，进而构建一级指标、二级指标、三级指标多个层次的评价体系，便于对环境保护情况作出综合评价。其中，一级指标为低碳环保指数；二级指标为社会经济发展指标；三级指标为反映国家或地区在低碳经济发展中的一系列基础性指标。

结合社会经济发展的实际情况来看[3]，低碳型环境保护要求在发展经济的过程中，最大限度保护环境，有效降低二氧化碳排放量，将二氧化碳减排与经济发展有机融合，即为经济发展指标；低碳发展指标，其是衡量节能降耗和社会化低碳落实程度的重要标准；社会发展指标，主要是指采用恩格尔系数来评判一个国家或地区的经济发展指数，其也是低碳环境保护中的重要标准；环境指标，绿地覆盖率是绿化植物垂直投影面积和整个区域面积的百分比，覆盖率越高，植物吸附二氧化碳的总量也就越高，环保效率也随之增高；政策指标，低碳经济社会的构建必须从地区经济发展实际情况入手，明确低碳经济的发展趋势，优化产业结构，转变传统的消费模式，而国家的战略政策直接决定了碳排放监测体系、统计体系等的建立，是低碳经济环境保护评价指标设计中的重要内容。

2.3 低碳經济环境保护评价指标体系的完善

在低碳经济发展的过程中，环境保护作为一项核心内容，各级政府工作的开展情况直接关系到社会低碳经济的发展方向和进程。环境保护评价指标体系作为衡量广大群众生产生活能否达到低碳要求的重要标准，是能否有效保护环境的重要准则，涵盖了社会经济发展中的治污力度、环境保护的资金投入、技能减排等内容。低碳经济环境保护评价指标包括生活垃圾分类处理率、工业废水处理达标率、空气污染降低率、污染物排放削减率、环境污染治理投资占全国GDP比重率等，包括社会、环境、经济、科技、资源等，各角度、各层次都受到了低碳经济环境保护评价指标体系的制约，以使我国环境保护工作全面展开。

3 结语

综上所述，结合我国已投入实施的环境保护评价指标体系来看，还存在诸多问题，具有一定的局限性，这就要求各级政府部门加强对其的重视，实时跟踪和保护外界环境，及时纠正环境保护中存在的问题，充分掌握低碳经济的各项特征，不断总结和完善低碳经济范式下的环境保护评价指标体系，为提高我国低碳型环境保护程度夯实基础。
