随着工程行业的规范化、市场化,现代工程公司之间的竞争体现在人力资源、管理、技术的综合实力之上比拼,工程造价管理人员作为项目前期以及实施过程中的关键角色显得尤为重要。对于该类岗位人员的招聘与培养,不仅需要公司投入相应的资源,更应该分析该类人员的关键素质,依据其建立指标体系,采取合理的评价模型对其进行测评。

目前应用较为广泛的多指标评价数学模型有专家评价法、运筹学评价法(模糊综合评价法、层次分析法)、新型评价法(神经网络、灰色评价)、混合方法等,每种方法都有其自身的特点和前提条件。

本文通过实证分析结合层次分析法,先定性分析结合公司业务特点总结出工程造价管理人员的关键素质构建评价指标体系,再基于该类指标体系利用层次分析法进行计算,构建模型,同时通过模型反映造价管理人员的核心能力,以便于在招聘和内部该类岗位的人员培养方面有的放矢。

1 评价指标体系构建

对于现代工程公司而言,工程造价管理人员的能力体系构建不仅仅需要其在专业知识上具备良好的基础,同时需要符合现代项目的经营需要,对此类人员的个人素质也有一定的要求,同时由于工程公司总承包项目的需要,要求其具备一定的现场管理能力。只有综合素质同时满足要求,在该岗位上才能完全发挥其作用,对于企业而言以最少的人员获取较好的经济效益。对于这三项能力,设定相对应的评价指标,以便于人力资源适合程度的评定。评价指标体系如图1所示。

2 造价管理人员招聘体系设计

依据该评价指标体系,可以设计笔试以及面试的资料,比如专业能力方面可以通过一些主观题进行考察,最终由考评组成员根据其答题情况以及评定标准确定其分数。对于个人素质可以通过压力面试以及逻辑题测试其各指标,而现场管理能力可以通过项目经理提问的方式结合情景测试题来考察。以评价指标为中心,尽量结合企业本身的人力资源招聘体系,同时建立资料库,便于该岗位人员招聘使用。对于专家集的建立也需要结合企业内部情况与指标体系的需要,主要有以下几点需要考虑:

(1)对于以设计为龙头的工程公司而言,总承包项目是其获取利润的关键,同时需要考察造价管理人员与项目经理的适合度,因此需要在专家集中加入资深项目经理,在招聘过程当中更好的了解应聘者对于总承包项目需要的满足。

(2)人力资源部门负责人可以较好的了解应聘人员的职业能力,同时对于其他专家的评价也是较好的补充,可以从个人素质为重点的角度入手对造价人员进行考评。

(3)造价部门负责人对于造价人员的综合素质的观察较为全面,相对于以上两类专家能更加全面的把握造价管理人员的素质,不偏向于某一方面。

招聘体系的设计应结合实际情况以及评价指标的特点进行,也反映了企业对于造价专业人员考察的多维性,与传统的造价人员招聘有所不同,不仅是考虑到了造价管理人员对于部门的适合程度,同时也考虑了该岗位人员对于整个公司的适合度,招聘体系的建立经过一定的改进也可以定期用于的查企业已有该类岗位人员的综合素质。

3 实例分析

以中工武大设计研究有限公司招聘工程造价管理人员能力测评为例,通过已设计好的评价指标体系对3位候选人利用层次分析法进行综合测评。按照上述设计的招聘体系确定素质测评的专家集,包括人力资源部负责人1位,造价部门负责人1位,EPC总承包项目经理1位。

3.1 指标权重确定

在进行评价之前需要对各个指标进行对比,以确定指标权重,通过专家对指标依据标度进行打分。判断矩阵标度如表1。

综合3位专家的意见对两个层次的指标进行打分,打分结果见表2和表3。

与要素层指标通过判断矩阵确定权重的过程相同,指标层通过建立判断矩阵确定其内部权重:

W1={0.13;0.41;0.34;0.12},W2={0.17;0.33;0.17;0.33},W3={0.3;0.1;0.23;0.37},经过计算,各二级指标对于一级指标的权重如表3所示。

3.2 综合评价

对于每个指标的评价给出四级标准,对应于定性评价分别为优秀(4)、良好(3)、一般(2.5),差(1.5)在该岗位招聘过程中,评委由上述专家集组成,每个专家对应于每个指标的评分可以通过算术平均的方法进行处理,以应聘者张志东为例,各评委在应聘过程中通过笔试以及面试的结果对应于各个指标进行评分如表4。

该应聘人员对于各个指标的平均分为{2.33;2.67;3.17;2.33;2.67;2.83;3.17;2;2.17;2.33;2.17;2.5},最终通过加权平均的综合评定分数为3.24分,属于综合能力良好类型,为合格人选。通过测试,发现其应变能力与成本控制能力相对较弱,对于总承包项目的造价管理人员而言,需要加强这方面的能力。

4 结论

通过上述案例实证分析,可得出以下结论:

4.1 利用层次分析法,在招聘造价管理人员时计算相关人选对于该岗位的适合程度,为决策提供依据。

4.2 根据公司的具体情况,利用权重体系确定工程公司造价管理人员各项能力对于企业的重要性,针对造价管理岗位人员的关键能力加以培养,作为人力资源管理的参考依据。

通过层次分析法研究造价管理人员对于企业的适合度具有一定的意义,确定各项能力的以及要素指标的权重体系对于现代工程公司有一定价值,在应用此类方法对工程公司其他岗位人员关键素质评价以及确定培养重点都具有较好的效果,提供了较为客观的科学依据。

摘要:现代工程公司之间的竞争随着市场化的深入日趋激烈,优秀的造价管理人员无论对于工程公司在前期获取项目,实施过程中控制项目成本赢得利润都具有至关重要的作用。本文在层次分析法的基础上,以定性分析为基础构建合理的造价管理人员评价指标体系,并在该指标体系之上对造价管理人员进行定量分析,适用于工程公司对于造价管理人员的考核评价。通过评价结果反映的情况,针对造价管理人员应具备的核心能力进行招聘和培养,有利于公司的人力资源管理水平的提高。

1、认真做好继续教育工作。现今社会,是一个“知识经济”的时代,信息的更新与淘汰很快,安全评价也是如此,比如2003年,国家安监局发布了《安全评价通则》《安全验收评价导则》等,仅过了4年,2007年,国家安监总局又发布了新版的《安全评价通则》(AQ8001-2007)、《安全预评价导则》(AQ8002-2007)、《安全验收评价导则》(AQ8003-2007);又如评价过程中常用到的《建筑防火设计规范》,2001年版标准号为GBJ16-87(2001版),2006年又发布了新版的《建筑防火设计规范》,标准号为GB50016-2006。可以说,每年都会碰到一些新的法律法规、标准规范在启用,而相对应的一些旧的法规标准被废止。因此,安全评价人员必须在工作中不断地学习、进行继续教育,以掌握安全评价相关信息的最新动态。笔者所在的单位福建省劳动保护科学研究所历来都极其重视安全评价人员的继续教育工作,在评价任务较多、评价工作较为繁重的情况下,每年都抽出一周左右的时间集中对安全评价人员进行继续教育,教育内容包括最新评价导则的宣贯、安全评价过程控制文件的学习、各种定性定量评价方法的合理选择使用等,收到了较为良好的效果。

2、积极订阅安全生产领域的报纸杂志。在工作之余的闲暇时间里,浏览翻阅安全专业领域的报纸杂志对提高安全评价人员的素质是很有好处的,特别有些文章的作者是长期在一线从事安全评价工作的同志,他们经验丰富,文章内容专门围绕某一类行业企业的安全评价展开,针对性较强,对其余评价人员评价相关企业时有较好的参考和借鉴作用。这类文章,散见于《中国安全生产报》、《化工安全与环境》、《安全与健康》等报刊上,可以将其专门收集成册,以利于自身评价工作的更好开展。

3、合理利用图书馆、互联网、企业评价过程提供的资料等资源。一个安全评价人员,在实践工作中,打交道的评价对象可能涉及到石油化工、水电、火电、造纸、水泥、冶金、机械制造等社会的各行各业,安全评价这项工作,既要求评价人员对某一个领域有一定的专业特长,又要对其他各个行业有一定的了解。因此,我们可以合理利用图书馆的专业书籍、利用互联网百度等搜索引擎的信息检索功能,学习所评价行业的基础知识。另外,企业在评价过程中提供的项目可行性研究报告、工艺流程图等相关资料中含有的专业知识方面的信息,也可以参考借鉴。总之,只有善于利用可以收集到的各方面资源,扩大自己的知识面,完善自身的知识结构,才能有利于安全评价工作的更好开展。

4、虚心向经验丰富的同志请教,积累评价经验。有些评价项目,因为评价需要,要从外面聘请一些技术专家,这些技术专家,有的虽然没有取得安全评价人员资格证,但他们往往对被评价行业的工艺流程、关键控制点等十分熟悉,安全评价人员应该利用和他们共同参与评价的机会,虚心向这些技术专家讨教。另外,有时候我们去评价一个企业,目的是为了促进企业的安全生产工作,但从另一个方面看,也是一个向企业学习的过程。比如有些外资企业,他们配备工艺装置的安全性、可靠性要高于目前国家规定的标准规范要求;有些国有大中型企业的技术人员,他们长期在生产一线,实践经验比很多评价人员还要丰富,安全评价人员应认真吸取他们在安全生产工作中取得的宝贵经验,以提高自身水平。
