Canberra, November 4, 2013

The Hon.Julie Bishop, Foreign Minister of Australia, Professor Allan Fels, Distinguished guests, Dear friends,很高兴出席中国领导力建设高级研究班开班仪式。

I am delighted to attend the Opening Ceremony of China Advanced Leadership Program.I want to congratulate you on the opening of the Program and warmly welcome all of you attending the program.I also want to thank Professor Fels and the Australia and New Zealand School of Government(ANZSOG)for the invitation and Foreign Minister Julie Bishop for your remarks.

The China Advanced Leadership Program jointly held by the Organization Department of the Communist Party of China Central Committee, the Chinese Academy of Governance and the ANZSOG has been successfully delivered annually since 2011.Many leading officials from Chinese governmental departments have participated in the program. We are happy to see that under the joint efforts of both sides, the program has become an important platform for more exchanges between the Chinese and Australian governments on governance and management, playing an increasingly important role in enhancing mutual understanding between the two countries.

The Chinese government highly values the improvement of governance ability and has made unremitting efforts in this regard. At present, China is endeavoring to realize the Chinese dream of great national rejuvenation and meet the “two centenary goals”, i.e.to complete the building of a moderately prosperous society in all respects by the centenary of the Communist Party of China and to turn China into a socialist modern country that is strong, prosperous, democratic, culturally advanced and harmonious by the centenary of the People’s Republic of China. These objectives require greater ability to govern.

To improve the ability to govern, we need to learn from the Chinese history and traditional culture as well as the experience and best practices of other countries.Australia has useful experience in public policy, human resources and governance. All of you present are heads of Chinese government departments at different levels.I believe this program of learning and sharing will help enhance your ability in public management, organization and coordination as well as strategic thinking, and enable you to make even greater contribution to China’s reform, opening-up and modernization.

The exchange is mutual.Through activities such as Global Leadership Practice Program for Australian senior public servants, the Chinese side shared with Australian officials China’s good practices in leadership. These activities and exchanges have helped officials from both sides to achieve more in their work with broader mind, wider perspective and greater capability.I want to share with you some of my thoughts.

First, we need to enhance understanding. This program offers you a good opportunity to take time out of your busy schedule to learn in Australia.I hope you could make full use of the time and make the most of the courses on public management and leadership outlined by the curriculum and get a comprehensive overview of Australian politics and economy so as to prepare yourself well for future leadership in your respective departments.

Second, we need to strengthen exchanges. The program is a platform not only to acquire knowledge but also to share views.I hope you could make the most of this platform to discuss the opportunities and challenges in China’s reform and opening-up campaign with people across the Australian society so that both sides could learn and benefit from the program.

Third, we need to promote cooperation. As leaders representing different departments and local governments in China, you participate at the program not only to learn but also to promote cooperation. The upcoming Third Plenary Session of the 18th CPC Central Committee will bring about profound changes to China’s society and economy as well as new opportunities to Australia and other countries.I hope that you could think about how to deepen and broaden cooperation between China and Australia based on the courses, in particular contribute your views and suggestions regarding the cooperation between your department or region with Australia. In this sense, the program could deliver more benefits to all of us.

Finally, I would like to wish you a happy and productive stay in Australia and the program a full success.

I address you tonight, not as the President of the United States, not as the leader of a country, but as a citizen of humanity. We are faced with the very gravest of challenges. The Bible calls this day Armageddon, the end of all things. And yet, for the first time in the history of the planet, a species has the technology to prevent its own extinction. All of you praying with us need to know that everything that can be done to prevent this disaster is being called into service. The human thirst for excellence, knowledge, every step up the ladder of science, every adventurous reach into space, all of our combined modern technologies and imaginations, even the wars that we’ve fought, have provided us the tools to wage this terrible battle.Through all the chaos that is our history, through all of the wrongs and the discord, through all of the pain and suffering, through all of our times, there is one thing that has nourished our souls. And elevated our species above its origins, and that is our courage.Dreams of an entire planet are focused tonight on those 14 brave souls traveling into the heavens. And may we all, citizens the world over, see these events through.Godspeed and good luck to you.

PRESIDENT OBAMA: Good afternoon.I want to start by thanking President Hu and the Chinese people for the warmth and hospitality that they have shown myself and our delegation since we arrived. We had a wonderful day in Shanghai yesterday, a wonderful discussion with China’s young men and women, and I’m looking forward to the conversations we’ll have and the sights that we’ll see here in Beijing over the next two days.

We meet here at a time when the relationship between the United States and China has never been more important to our collective future. The major challenges of the 21st century, from climate change to nuclear proliferation to economic recovery, are challenges that touch both our nations, and challenges that neither of our nations can solve by acting alone.

That’s why the United States welcomes China’s efforts in playing a greater role on the world stage--a role in which a growing economy is joined by growing responsibilities. And that’s why President Hu and I talked about continuing to build a positive, cooperative, and comprehensive relationship between our nations.

As President Hu indicated, we discussed what’s required to sustain this economic recovery so that economic growth is followed by the creation of new jobs and lasting prosperity. So far China’s partnership has proved critical in our effort to pull ourselves out of the worst recession in generations.

Going forward, we agreed to advance the pledge made at the G20 summit in Pittsburgh and pursue a strategy of more balanced economic growth--a strategy where America saves more, spends less, reduces our long-term debt, and where China makes adjustments across a broad range of policies to rebalance its economy and spur domestic demand. This will lead to increased U.S.exports and jobs, on the one hand, and higher living standards in China on the other.

As President Hu indicated, we also agreed that maintaining open market and free flows of commerce in both our nations will contribute to our shared prosperity. And I was pleased to note the Chinese commitment, made in past statements, to move toward a more market-oriented exchange rate over time.I emphasized in our discussions, and have others in the region, that doing so based on economic fundamentals would make an essential contribution to the global rebalancing effort.

President Hu and I also made progress on the issue of climate change. As the two largest consumers and producers of energy, there can be no solution to this challenge without the efforts of both China

We also agreed to work toward a successful outcome in Copenhagen. Our aim there, in support of what Prime Minister Rasmussen of Denmark is trying to achieve, is not a partial accord or a political declaration, but rather an accord that covers all of the issues in the negotiations, and one that has immediate operational effect. This kind of comprehensive agreement would be an important step forward in the effort to rally the world around a solution to our climate challenge. And we agreed that each of us would take significant mitigation actions and stand behind these commitments.

On the issue of nonproliferation, President Hu and I discussed our shared commitment to stop the spread of nuclear weapons, and I told him how appreciative I am of China’s support for the global nonproliferation regime as well as the verifiable elimination of North Korea’s nuclear weapons program.

We agreed on the importance of resuming the six-party talks as soon as possible. As I said in Tokyo, North Korea has a choice: It can continue down the path of confrontation and provocation that has led to less security, less prosperity, and more isolation from the global community, or it can choose to become a full member of the international community, which will give a better life to its people by living up to international obligations and foregoing nuclear weapons.

In the same way, we agreed that the Islamic Republic of Iran must provide assurances to the international community that its nuclear program is peaceful and transparent. On this point, our two nations and the rest of our P5-plus-1 partners are unified.Iran has an opportunity to present and demonstrate its peaceful intentions, but if it fails to take this opportunity there will be consequences.

President Hu and I also discussed our mutual interest in security and stability of Afghanistan and Pakistan. And neither country can or should be used as a base for terrorism, and we agreed to cooperate more on meeting this goal, including bringing about more stable, peaceful relations in all of South Asia.

Finally, as I did yesterday in Shanghai, I spoke to President Hu about America’s bedrock beliefs that all men and women possess certain fundamental human rights. We do not believe these principles are unique to America, but rather they are universal rights and that they should be available to all peoples, to all ethnic and religious minorities. And our two countries agreed to 第4页(共6页)

As President Hu indicated, the United States respects the sovereignty and territorial integrity of China. And once again, we have reaffirmed our strong commitment to a one-China policy.

We did note that while we recognize that Tibet is part of the People’s Republic of China, the United States supports the early resumption of dialogue between the Chinese government and representatives of the Dalai Lama to resolve any concerns and differences that the two sides may have.We also applauded the steps that the People’s Republic of China and Taiwan have already taken to relax tensions and build ties across the Taiwan Strait.

Our own policy, based on the three U.S.-China communiqués and the Taiwan Relations Act, supports the further development of these ties--ties that are in the interest of both sides, as well as the broader region and the United States.

Given that interconnection, I do not believe that one country’s success must come at the expense of another. That’s why the United States welcomes China as a strong, prosperous and successful member of the community of nations.

Thank you for the warm welcome. It’s an honor to be here today. I’m here on a mission. I have an important message. I’m convinced it will change your life. English is everywhere. English is a key to success. We must learn and master it.

So many of us study English like hell. So few of us can speak it well. What do you think is the reason? The problem is right here! The problem is remembering. The problem is that we forget what we learn.

Luckily , through years of research ,we’ve created a new way to learn . With this specially designed material and method, we can retain what we learn forever. It’s called One Breath English.

What is One Breath English? Why shall we learn it, what it all about?

First, it’s a breakthrough technique. It’s easy to remember. It’s designed to be memorized. Repeat nine lines like crazy. Speak as fast as you can. Say it within five seconds. It will become second nature. It will be ingrained in your memory. You will remember it for the rest of your life.

Second, the material is full of life. It’s not boring book English. It’s the core essence of daily American speech. The content is uplifting. It’s considerate and polite. People will like what you say. You’ll gain confidence. You’ll communicate better. You’ll become a better person.

Third, it’s fun to learn. It’s a five second test. It’s just like playing a game. You challenge yourself. You race against the clock. You will improve every time you try. Speak English to yourself day and night. Speak English to everyone around you. It’s fun to impress people.

Fourth, One Breath English is very healthy. It’s a fountain of youth. It will make you become younger. What makes people grow old? It’s anxiety, stress and loss of hope. Reciting English will curre these problems. Chant it over and over. Say it to yourself again and again. Your anxiety, depression and loneliness will all go away.

The bottom line is that One Breath English gets results. It’s organized and systematic. This is a great discovery. It’s totally revolutionary. It’s unprecedented in language learning history. The English revolution is NOW! One Breath English is the way. Let’s open our books and begin.

PRESIDENT OBAMA: Thank you.Thank you so much.Thank you.Thank you, General Caslen, for that introduction.General Trainor, General Clarke, faculty and staff at West Point, you have been outstanding stewards of this proud institution and outstanding mentors for the newest officers in the United States Army.

I’d like to acknowledge the Army’s leadership--General McHugh--Secretary McHugh, General Odierno, as well as Senator Jack Reed who is here and a proud graduate of West Point himself. To the class of 2014, I congratulate you on taking your place on the Long Gray Line.

Among you is the first all-female command team: Erin Mauldin and Austen Boroff. In Calla Glavin, you have a Rhodes Scholar, and Josh Herbeck proves that West Point accuracy extends beyond the three point line.(Laughter.)

To the entire class, let me reassure you in these final hours at West Point, as commander in chief, I hereby absolve all cadets who are on restriction for minor conduct offenses.(Laughter, applause.)

Let me just say that nobody ever did that for me when I was in school.

I know you join me in extending a word of thanks to your families.Joe DeMoss, whose son James is graduating, spoke for a whole lot of parents when he wrote me a letter about the sacrifices you’ve made.“Deep inside,” he wrote, “we want to explode with pride at what they are committing to do in the service of our country.” Like several graduates, James is a combat veteran, and I

would ask all of us here today to stand and pay tribute not only to the veterans among us, but to the more than 2.5 million Americans who have served in Iraq and Afghanistan, as well as their families.(Applause.)

(掌声)It is a particularly useful time for America to reflect on those who’ve sacrificed so much for our freedom, a few days after Memorial Day.You are the first class to graduate since 9/11 who may not be sent into combat in Iraq or Afghanistan.(Cheers, applause.)

When I first spoke at West Point in 2009, we still had more than 100,000 troops in Iraq.We were preparing to surge in Afghanistan. Our counterterrorism efforts were focused on al-Qaida’s core leadership--those who had carried out the 9/11 attacks. And our nation was just beginning a long climb out of the worst economic crisis since the Great Depression.2009年,我首次在西点发表演讲时,我们仍有10万多名士兵驻扎在伊拉克,也正准备增兵阿富汗。

Four and a half years later, as you graduate, the landscape has changed. We have removed our troops from Iraq.We are winding down our war in

Afghanistan.Al-Qaida’s leadership on the border region between Pakistan and Afghanistan has been decimated, and Osama bin Laden is no more.(Cheers, applause.)And through it all, we’ve refocused our investments in what has always been a key source of American strength: a growing economy that can provide opportunity for everybody who’s willing to work hard and take responsibility here at home.

In fact, by most measures America has rarely been stronger relative to the rest of the world. Those who argue otherwise--who suggest that America is in decline or has seen its global leadership slip away--are either misreading history or engaged in partisan politics.

Think about it.Our military has no peer. The odds of a direct threat against us by any nation are low, and do not come close to the dangers we faced during the Cold War.Meanwhile, our economy remains the most dynamic on Earth, our businesses the most innovative. Each year, we grow more energy

3independent.From Europe to Asia, we are the hub of alliances unrivaled in the history of nations.

America continues to attract striving immigrants. The values of our founding inspire leaders in parliaments and new movements in public squares around the globe. And when a typhoon hits the Philippines, or schoolgirls are kidnapped in Nigeria, or masked men occupy a building in Ukraine, it is

America that the world looks to for help.(Applause.)So the United States is and remains the one indispensable nation. That has been true for the century past, and it will be true for the century to come.

But the world is changing with accelerating speed. This presents opportunity, but also new dangers. We know all too well, after 9/11, just how technology and globalization has put power once reserved for states in the hands of individuals, raising the capacity of terrorists to do harm.

Russia’s aggression towards former Soviet states unnerves capitals in Europe while China’s economic rise and military reach worries its neighbors.4不久前,俄罗斯派兵入侵前苏联加盟共和国——乌克兰,这一军事动作牵动欧洲各国神经,与此同时,中国经济崛起及其军事走向则引发邻国担忧。

From Brazil to India, rising middle classes compete with us, and governments seek a greater say in global forums. And even as developing nations embrace democracy and market economies, 24-hour news and social media makes it impossible to ignore the continuation of sectarian conflicts, failing states and popular uprisings that might have received only passing notice a generation ago.

It will be your generation’s task to respond to this new world. The question we face, the question each of you will face, is not whether America will lead but how we will lead, not just to secure our peace and prosperity but also extend peace and prosperity around the globe.

Now, this question isn’t new.At least since George Washington served as commander in chief, there have been those who warned against foreign entanglements that do not touch directly on our security or economic well-being.
