1 饲料的调制

1 污染源废水监测的质量控制

1.1 采样点位的布设

通常污染源废水采样点位应该在确切了解废水的种类、具体流向、治理设施、处理过程和排放点位的基础上来进行布设。采样点位设置在排污单位外排口, 有毒有害污染物采样点应设置在车间排放口[1]。

在污染源现场监测中, 一般认为只要按已确认的采样点位取样即可, 实际上这是一种误解。虽然现场监测人员要严格按监测点位采样, 但同时也应了解水样的感官、流量等有无较大变化以及现场有无不明来源的外排水。如有异常情况, 应立即向上级环境管理部门报告, 必要时增加采样点位, 以便及时对新老排污口进行跟踪监测, 真正起到环境保护的“哨兵”和“耳目”的作用。

1.2 监测对象的工况

现场监测时, 对企业生产工况的了解并记录是容易被忽视的方面。只有在正常工况条件下采样, 才能保证样品的代表性。如:建设项目环保验收监测, 生产负荷要达到设计能力的75%以上。

1.3 监测人员资格、样品采集及仪器维护

1.3.1 监测人员资格

由于目前环境监测任务量成倍增加与监测人员偏少的矛盾日益突出, 一些环境监测站 (中心) 不得不聘用临时人员, 有的未经培训就上岗工作, 这势必对监测质量造成较大影响, 因此, 要加强对临时人员的培训, 严格按照《环境监测人员持证上岗考核制度》的要求持证上岗。

1.3.2 样品采集

污染源废水样品成分复杂, 如果混用采样容器, 极易产生交叉污染, 建议使用一次性容器, 并与地表水采样容器分开。另外, 采集污染源废水样品时, 要尽量避免中间环节, 以减少采样器具的污染, 如用于分析粪大肠菌群的水样, 最好用采样瓶直接灌装, 不要使用采样桶或采样勺。水样采集完毕后, 在运输过程中因震动、 碰撞易导致损失, 所以最好将瓶装箱。

1.3.3 仪器维护

现场监测仪器如便携式pH计、转浆流速仪等, 由于长期接触废水, 会产生记忆效应或元件损坏, 应在每次使用后, 及时清洗并定期送检。

1.4 在线比对监测

一些监测人员认为比对监测的目的是对在线监测仪的技术性能进行检验, 仪器是否过关, 这样的理解是不正确的。比对监测的目的是为仪器选型及系统验收、质量监督和监测技术提供依据。比对监测需要特别注意的是:每次监测时, 手工监测与在线监测数据对不少于3对;采样时间和采样点位应保证一致;尽可能保证比对样品均匀一致 [1] 。但实际操作时手工采样与系统进样很难同步, 李艳红等建议为减少采样环节的误差, 在线监测系统应配置独立的采样系统[2]。

1.5 安全预防措施

在现场监测中, 采样人员往往容易忽视自身的安全防护, 使人身安全和健康受到威胁。为了保护人体不受伤害, 需采取相应措施进行预防, 如采集医院废水时, 要戴乳胶手套;进入工业厂矿监测时, 要根据不同的环境条件, 戴安全帽、防尘面罩或防毒面具等, 最大限度地保护监测人员的人身安全。

2 污染源废气监测的质量控制

2.1 采样位置的确定

采样前要先进行现场勘察, 选择监测人员能安全到达并符合技术规范的位置开设采样孔。应避开烟道弯头和断面急剧变化的部位, 采样位置应设置在距弯头、阀门、变径管下游方向不小于6倍直径和距上述部件上游方向不小于3倍直径处。对矩形烟道, 其当量直径D=2AB/ (A+B) (A、B为边长) [3]。但是在现场测试中, 经常遇到空间位置有限、烟道不规则的情况, 很难满足上述要求, 为取得有代表性的样品, 可选择比较适宜的管段采样, 采样断面与弯头等的距离至少是烟道直径的1.5倍, 并适当增加不同方位的采样孔、采样点数目和采样频次, 采样断面的气流速度最好在5 m/s以上[4]。

由于水平管段烟尘颗粒物分布不均匀, 有自然沉降作用, 使样品产生误差, 所以采样位置应优先选择在垂直管段。

另外, 为了操作人员的安全、方便, 还应设置牢固的工作平台, 测孔位置较高时, 要安装永久性扶梯, 尽量避免使用直梯。

2.2 采样过程中的注意事项

在实际操作中, 对监测人员的要求及安全防护方面可参考1.3.1、 1.5和2.1的相关内容。

目前, 污染源废气采样的注意事项在国家标准、行业规范及各类论文中已有详细阐述, 在此仅对现场采样中容易被忽视的方面和细节加以讨论。

2.2.1 采样工况

废气采样应在生产设备正常运行状态下进行, 特别是测定工业锅炉时, 一般要求锅炉的负荷必须超过85% (运行3年以内的锅炉) , 运行3年以上的锅炉必须达到锅炉负荷的75%。 (中国环境科学学会环境监测专业委员会.第八次全国环境监测学术交流会论文集 (下) [M].北京:2007:533.)

2.2.2 采样孔的开启

监测人员在打开采样孔前, 一定要了解烟道内是正压还是负压状态, 如果是正压, 在开启时操作人员切不可面对采样孔, 而应站在侧面, 以免被高温含尘烟气伤害, 插入采样管后要立即用耐温布堵好;若是负压较大, 测孔打开后会产生刺耳的啸叫声, 操作人员要戴好护耳罩, 采样孔要随时用耐温布堵好孔隙, 以防空气或物品被吸入烟道中, 影响监测结果或造成其他损失。

2.2.3 烟气的采集

烟气采样时, 有些监测人员为图省事, 将未装滤筒的采样枪直接插入烟道内抽取烟气, 没有使用过滤除尘和加热保温装置, 前者会使尘粒直接进入仪器而损坏仪器;后者由于烟道内外温差造成烟气结露, 使烟气成分溶解损失。因此, 一定要用配有过滤、加热装置的专用烟气采样枪和保温采样管。

2.2.4 静电的消除

烟尘测试中, 除尘设施为电除尘时, 由于静电干扰使测试仪器显示紊乱, 操作人员会感到“麻手”。青岛“崂应”牌09代烟尘 (气) 自动测试仪配置的采样枪已装有接地导线, 只要良好接地, 即可消除静电干扰。 (安徽省环境监测中心站.安徽省环境监测学术交流论文集[M].合肥:2004:56.)

2.3 在线比对监测

按照《固定污染源监测质量保证与质量控制技术规范 (试行) 》对废气在线比对监测的规定, 气态污染物的比对数据应不少于6对, 颗粒物、流速、烟温不少于3对, 采样点尽可能与在线监测设备保持一致。在现场监测中, 虽然监测数据对的数量一般能满足技术规范要求, 但是往往将比对监测与常规污染源监测同时进行, 具有很大的随机性。同时, 使用原有的污染源采样孔, 这样就不能保证采样时在线监测设备是否处于正常运行状态, 采样点也很难与在线监测设备保持一致, 这势必造成比对监测的合格率不高。应在安装在线监测设备时, 按照采样点尽可能与其保持一致的原则, 重新开设手工采样孔, 并且比对监测应在自动在线监测设备正常运行的状态下进行。

3 厂界环境噪声监测的质量控制

3.1 现行标准的问题讨论

现行的GB 12348—2008《工业企业厂界环境噪声排放标准》中5.7.3条关于噪声测量值与背景噪声值相差小于3 dB时的有关规定 (应采取措施降低背景噪声) , 理论上可行, 但实际操作较困难。建议:

(1) 当现场测量时, 遇到测量值与背景值相差小于3 dB的情况, 因修正结果有较大的不确定性, 故测量结果可按小于“噪声测量值减3 dB”的数值计算。实际监测中当计算结果小于标准值时应判定工业企业厂界噪声达标;当计算结果大于标准值时, 应尽可能选择低背景时段重新进行测量。

(2) 测量厂界环境噪声的主要目的是监测噪声对人的影响, 同时也考虑减少企业的降噪成本, 因此如果无法降低背景噪声, 且厂界外无敏感点, 则可放弃测量, 对工业企业噪声排放不作要求。

现行标准中, 对被测声源无法停止工作时如何测量背景噪声未作明确规定。建议:

a. 可另找一个不受被测声源影响, 且其他声环境与被测声源地相一致的地点测量背景噪声。这么做的主要目的是在被测声源无法停机的情况下, 测得尽量接近真实的背景噪声。

b. 若无法找到满足上述条件的地点, 且厂界外无敏感点, 根据3.1 (2) 的考虑, 可放弃测量。

3.2 验收监测中的有关问题

在验收监测时常常会遇到这样的情况, 被测对象为整个厂区内的某一扩建项目或技改车间, 本身并无明确的厂界或对外边界, 如何准确、合理地测量其厂界噪声就成为一个难题。从控制工业企业噪声排放以保护敏感人群为目的、降低企业的降噪成本为原则出发, 建议:

(1) 如果被测对象完全处于厂区内部, 附近无敏感点, 对厂区外部环境无影响, 为使环境效益、经济效益兼顾, 厂界噪声不作限制。

(2) 若因某种需要必须测量处于厂区内部验收项目的厂界噪声, 可只在有明确边界、离整个厂区边界较近且可能对厂区外部的敏感点有影响处设测量点。这样既能满足工作需要, 又能在反应工业企业厂界噪声排放实际情况的前提下, 布设尽量少的点位, 以减小工作量。
