(Qinghai Beyond Translation Studio)mikevan@163.com 国以人兴,军以才治,人才为先是现代化建设的基本规律。武警院校的现代化,关键在于人才的现代化。因此,要实现人才的现代化,达到人尽其才的局面,科学的管理体制是重要保证。武警院校现有人力资源管理体制中缺乏系统、有效的监管机制和评价方法,导致了教员在任用、考核和使用上存在诸多问题,对新时期武警院校的改革发展形成了不容忽视的障碍。武警院校教员人力资源审计研究是实现武警院校现代化、落实“以人为本”重要思想、深化正规化管理的需要,有利于武警院校完善人力资源管理机制,提高人力资源综合使用效益,具有重要的理论和现实意义。

The talent is the key to rejuvenating the country and strengthening the Army, so one of the basic principles of modernization is to give top priority to talent development.The modernization of the talent management is vital to the modernization of the Armed Police Forces academies.Therefore, a scientific management system is the guarantee of realizing the modernization of the talent management and full utilization of the talent.Currently a series of problems have emerged in the appointment and assessment of the teaching staff in most of the Armed Police Forces academies due to the lack of a systematic and efficient oversight system and evaluation method in talent management, which have hampered the reform and development of the Armed Police Forces academies.The research of the human resources auditing of the teaching staff in the Armed Police Forces academies is the demand of deepening regular management and modernization of the Armed Police Forces academies, and it is significant for implementing the important thought of “people-orientated” and perfecting the management and comprehensive use of human resources.本文提出了武警院校教员人力资源审计的概念,以人力资源管理和人力资源审计理论为基础,运用经济学和管理学的方法,初步构建了武警院校教员人力资源审计的理论体系。首先,本文在对人力资源审计理论解析的基础上,根据FRAIP模型结合武警院校人力资源管理活动的特点,建立了适用于武警院校教员的人力资源审计体系。基于人力资源审计的“监督、评价、鉴证”职能的,在武警院校教员人力资源管理影响因素分析的基础上,通过定性分析与定量分析相结合的方式建立了武警院校教员人力资源审计的评价标准,为武警院校人力资源审计的顺利开展提供了科学合理的依据。通过对武警某指挥学院的实例验证,验证了武警院校教员人力资源审计的科学性、合理性和可操作性。

The essay introduces the idea of the human resources auditing of the teaching staff in the Armed Police Forces academies and initially constructs the theory of the human resources auditing of the teaching staff based on the theories of human resources management and auditing.Firstly, this essay analyzes the construction of the human resources auditing system suit to the teaching staff in the Armed Police Forces academies on the basis of the analysis of the human resources auditing theory.A scientific assessment criteria of the human resources auditing of the teaching staff in the Armed Police Forces academies is established based on its function of oversight, evaluation and verification of the human resources auditing system, which provides scientific basis for the work of the human resources auditing of the teaching staff in the Armed Police Forces academies.本文的创新之处主要有两点:一是将人力资源审计的理论方法比较系统地应用到武警院校教员管理领域,丰富了武警部队审计理论的内容。第二,是运用实证分析法,将所构建的审计模式在武警院校进行应用检验。利用平衡计分卡、SPSS分析等技术验证人力资源审计模式的科学性、可行性,对武警院校提高教员管理效益具有一定的现实指导作用。
