建议书的写作格式一般由标题、称呼、正文、结尾、落款几部分构成。

(一)标题

标题一般在第一行中间写上“建议书”字样。有的建议书还写上所建议的内容，如“关于暑期中小学补课的建议书”。

(二)称呼

建议书称呼要求注明受文单位的名称称呼或个人的姓名，要在标题下隔两行顶格写，后加冒号。

(三)正文

(一)建议书的特点

第一，建议书是面对有关部门或上级领导提建议时使用的一种书信。它没有公开倡导具体实施的特点，而只是作为一种想法被提出来，具有较强的文本性特点，作为一种假想的条条而存在。

第二，建议书是必须被有关部门、领导批准认可后才能被实施的。所以建议书具有较强的可塑性，它不是最终的定文形式，它可以被修改，被增删，甚至被弃之不用，这要由具体的情况来定。

青海教师进修学院院长傅青元就当前中小学学生学习负担普遍过重的问题，向记者谈了他的一些看法。他说，产生学生学习负担过重有以下几个原因：

一、教材多。我国原来的教材中，反映当代最新的科学成就少。为了赶上世界先进水平，编新教材时有意识地将一部分内容逐级下放，大学教材有不少下放到高中，高中有不少下放到初中，初中教材有不少下放到小学。教材过多，老师讲不完，只有开快车，加班加点。这是造成目前孩子们学习负担过重的原因。

二、学制短。过去小学、中学各六年，现在各五年(少数小学为六年)，学习时间普遍减少。

三、片面追求升学率。升学率的高低实际成了学校衡量老师、社会评价学校好坏的唯一标准。由于每年升学人数有限，就业也就困难，这就无形地对学生形成了综合性的压力。

四、教学不得法。青海中学教师约一万，按本科毕业生教高中，专科毕业生教初中的师资要求来看，只有三分之一合格的。大多数教师做不到让学生当堂理解所学内容，当堂消化，只能用笨办法占用学生的休息、体育、文娱活动时间。

关于这一问题的解决办法，傅青元谈了几点意见：

一、首先是教育行政领导干部应认真学习党的教育方针和政策，正确执行党的教育方针、政策，研究教学规律，坚决制止和纠正片面追求升学率的错误作法。衡量学校教育工作和教师的教学质量，应以学生德、智、体全面发展为标准，决不应单纯以分数高低或升学率的高低为标准。

二、加速中等教育结构的改革，多办些职业中学。同时，要普遍建立研究生院。将一些教材内容放在研究生阶段去学习，而不要层层下放，研究生院学制可以是四年，对于没有培养前途的研究生，一、二年即可淘汰，另行分配工作。

三、下大功夫培训师资，提高师资水平。教师不仅要深入钻研教材，还要在改进教学方法上下苦功夫。坚决废止注入式，运用启发式，把课讲得有趣味，生动活泼，调动学生学习的主动性和积极性，使学生轻松愉快地完成学习任务。

四、加强教育科学研究。现在我们的教育思想受传统的教学影响很深。侧重于知识的灌输，不注重学生智力资源的开发，中学教材内容分量过重，与培养学生独立分析问题的能力，发展学生个性是有矛盾的。我们有些学生的创造性和解决问题的能力较弱，就是这些原因造成的。而现在一些教育比较强调学生智力资源的开发，有许多值得借鉴的地方，应该加强研究 。

依据单元训练重点、教材编排意图和课文特点, 《鸟的天堂》的教学可以着重从以下三方面进行。

一、自学预习课文

静态描写与动态描写相结合是本文表达手法的特点之一。课文写鸟的天堂, 有动有静, 动静结合。文章先写傍晚静态的大榕树, 由远及近, 从整体到部分, 再从根、干、枝、叶等部位有序描写。如“枝干的数目不可计数。枝上又生根, 有许多根直垂到地上, 伸进泥土里”, 绿叶“一簇堆在另一簇上面, 不留一点缝隙”, “那翠绿的颜色, 明亮地照耀着我们的眼睛, 似乎每一片绿叶上都有一个新的生命在颤动”。作者第二次来到“鸟的天堂”, 在阳光照耀下的早晨, 他见到了鸟飞鸟鸣的热闹景象。主要写了鸟的活动, 是动态描写。如:“到处是鸟声, 到处是鸟影。大的, 小的, 花的, 黑的, 有的站在枝上叫, 有的飞起来, 有的在扑翅膀。”

2. 在读中领悟语句的形象生动。

课文描写有情有景, 情景交融;有声有色, 声色兼美。文中描写静谧美丽的傍晚, 宽阔清澈的河流, 充满生机的大榕树, 活泼可爱的小鸟, 语言形象生动, 给人身临其境的感觉。教学中抓住文中的重点段、重点句, 通过诵读、比较、交流等方式, 引导学生体会作者是怎样把句子写得形象生动的, 领悟表达方法。譬如写早晨鸟的活动, 写了鸟声、鸟影, 让人应接不暇;写了鸟的形态———大、小、花、黑;还写了鸟的各种姿态———叫、飞、扑;最后详写了一只机灵可爱的画眉鸟。作者由面到点的生动描写, 让我们不仅知道了这里的鸟儿种类繁多, 而且感受到了它们生活的自由和快乐, 真是不折不扣的鸟的天堂。再如, 文中描写大榕树颜色的句子:“那翠绿的颜色, 明亮地照耀着我们的眼睛, 似乎每一片绿叶上都有一个新的生命在颤动。”让读者感受到榕树叶子翠色欲滴, 仿佛有一种生命力在涌动, 充满勃勃生机。

3. 在读中领悟遣词造句的精妙。

本文语言准确, 描写细腻, 是学生学习遣词造句的好材料, 教师应引导学生认真阅读, 深入思考, 交流感受, 学习作者遣词造句的精妙。可组织学生从总体上谈作者怎样描写大榕树的茂盛, 也可以就某一个句子、某一个词语、某一处标点的使用说说自己的体会。如, 描写榕树的静态美时, 作者先写远看榕树的状貌, 再写近看榕树枝干和绿叶的特点, 展示出大榕树勃勃生机。文中的每一句话、每一个词都值得学生认真领会。譬如:“真是一株大树, 枝干的数目不可计数。枝上又生根, 有许多根直垂到地上, 伸进泥土里。一部分树枝垂到水面。从远处看, 就像一株大树卧在水面上。”句中的“不可计数”“直垂”“伸进”“卧在”等词语表意准确, 生动形象。再如描写早晨群鸟飞鸣景象时, 作者以简短明快的语言, 疏密有致的句式, 由声到形, 由形到色描绘了群鸟鼓噪的喧闹场面, 既从视觉和听觉两方面描写鸟的数量多, 又简练地概括了鸟儿大小不一、品种繁多、色彩斑斓。三个“有的”排比句式写出了群鸟争鸣、展翅飞翔、姿态各异的热烈气氛。又如文中五次提到“鸟的天堂”, 其中四处加引号, 最后一处没有加引号。要让学生通过读、悟、议等方式, 体会文中出现的几次“鸟的天堂”意思并不一样, 加引号的“鸟的天堂”是作者引用别人的话, 指天马河上的那棵大榕树, 而不加引号的“鸟的天堂”是因为作者亲眼见到被人们誉为“鸟的天堂”的大榕树后, 鸟儿们的生活十分自由、幸福, 真像在天堂一样, 所以在作者的心里, 大榕树是名副其实的鸟的天堂。比较四处引号的用法, 不仅对学生学习引号的用法有好处, 还有利于学生加深对课文内容的理解, 体会文章的思想感情。特别是文中有两处直抒胸臆赞美鸟的天堂的句子值得学生认真领会。一是赞叹榕树的句子:“这美丽的南国的树!”二是文章最后一句:“昨天是我的眼睛骗了我, 那‘鸟的天堂’的确是鸟的天堂啊!”通过两句抒情句式的学习, 领悟直接抒情的写法。

在芜湖环保志愿者提出申请之前，河南、四川、广东、青海四省已主动公布相关企业名单，而其他省份的申请回复均不容乐观。直至2012年4月17日，除了贵州省提供了一份包括317个企事业单位的重点排放源详尽名单之外，天津、云南等六省份称“尚无监测能力”，上海、湖南等七省份回复“相关信息不予公开”，北京回函是“该信息属于国家机密”，而新疆则认为公开该信息“可能对社会稳定造成不利影响”，其他省市至今未有任何形式的回复。

2012年3月2日，国家环保部给该申请项目负责人丁洁的正式回复是：“我部尚未掌握2011年二恶英排放源信息。”

“各个部门互相推诿自不必说，一些环保厅的电话更是从未打通。”丁洁说。2012年5月1日是中国《环境信息公开办法(试行)》正式实施四周年，“企业排放污染物种类、数量、浓度和去向”被列为“国家鼓励企业自愿公开的信息”。但事实不容乐观，“如果政府部门对于一些具体的信息不予公开，让公众如何进行监督?”丁洁担心。

另一个负责人田倩则说，今后还会进行长期的追踪，“这个信息是应该公开的，我们不是一定要得到名单，而是要推动政府信息公开的力度。”

2.近日，有网友在网上抱怨，自己原本打算到江宁淳化街道的官方网站上发表些建议，可是发现，自己竟然“无从下手”。整个网页上都找不到可以留言的链接，好不容易看到一个“领导信箱”的图标，却发现根本点不进去，“太奇葩了吧，建立网站，就是让我们可以方便与政府沟通的，现在我想联系却联系不到，这不是摆设吗?”

2013年5月7日上午，记者登录淳化街道的官方网站，乍一看页面设计很不错，而且网站中新闻更新也很及时，基本每个月都有不少新闻更新。随后，记者也看到页面上一个“领导信箱”的图标，用鼠标点击，发现是一个假链接，毫无反应。

既然领导信箱无法点击，那么是否可以尝试其他方式来联系到街道呢?根据经验，这类政府网站一般都会设立类似“民声”的留言版块，可是，记者找遍整个网站，也未能找到。甚至连网页底部，已经预留出的“联系方式”和“传真”都空着，难怪网友会觉得该网站有摆设之嫌。

随后，记者打开秣陵街道的官网，可以发现首页“今日秣陵”版块的更新内容停止在了2012年4月30日。而其他版块的更新内容则更让人吃了一惊，竟然基本没有2013年内更新的内容，都是2010年或2011、2012年的内容，而且每年也就很少的几条。

3.34岁的北京市民王先生是一名律师，因为经常出差要乘坐飞机，加之本身从事税务领域法律工作，所以一直觉得每次买了机票还要再交一笔民航发展基金很不合理，于是在2012年5月，书面向财政部提出政府信息公开申请，要求对方公开两个文件：财综[2004]17号《民航发展基金征收使用管理办法》的制定依据，即当年国务院的批示文件;财综[2004]51号文件财政部民航总局通知征收民航机场管理建设费的依据，即当年国务院的批准文件。

两周后，财政部做出了书面答复，称“你所申请的信息不属于政府信息公开范围”，予以拒绝。后王先生提出行政复议，财政部再次以同样理由作出不予公开的复议决定。最终，王先生向法院提起行政诉讼。

王先生诉称，依据《政府信息公开条例》，对于行政机关在履行职责过程中制定或获取的信息，“以公开为原则，以保密为例外”，并且作为属于不公开范围的政府信息，应当有明确的法律依据和法律程序进行加密，确认密级。

他认为，财政部从来没有说明民航发展基金到底是否依法处于保密状态，而是直接以不属于政府信息公开范围拒绝公开，其行为违法，因此请求法院确认财政部拒绝向其提供申请公开的政府信息违法，判令财政部限期提供公开的政府信息。

4.国务院法制办有关负责人表示，根据我国行政许可法、行政诉讼法、行政复议法、行政处罚法、国家赔偿法等法律的规定，能够成为行政管理主体，独立行

使行政权力，承担行政责任的是行政机关和法律、法规授权的具有管理公共事务职能的组织。因此，《中华人民共和国政府信息公开条例》规定，政府信息公开的主体主要是行政机关和法律、法规授权的具有管理公共事务职能的组织。
